Prevent url path collisions

Block publishing pages with the same target attributes.
If there is already a page with exact same target attributes editor shouldn't let content editors publish the page.

For example only if only Url target attribute is present and another page with the same Url target block the publish button or at the very least display some kind of warning.

Scenario

• User duplicates the page

• Forgets to change target

• Changes all copy on the page to a different language

• Publishes the page

Now the whole page that should have english content has different language for all users (!?)
